Summary:
The Clinical Veterinarian (Sr. or Associate) exists to support the Animal Care and Use program at Temple University in support of research initiatives involving animal use. Within the University Laboratory Animal Resources (ULAR) department, the Clinical Veterinarian provides professional veterinary care, enforces the humane care and use of research animal colonies, and may serve as acting University Attending Veterinarian in his/her absence. Major responsibilities of the Clinical Veterinarian include the provision of hands-on clinical care for all animals under the care of ULAR (i.e. mice, rats, dogs, cats, sheep, pigs, aquatics, reptiles, etc.) and participates as needed with research procedural support to include research related surgical procedures. The Clinical Veterinarian will perform veterinary exams, diagnostic tests, and maintain the health of the colony. The Clinical Veterinarian will be responsible for providing care to all research animals in assigned facilities, including the observation of animals, diagnosis and treatment of clinical conditions, prescription and monitoring of necessary medications, and maintenance of animal health records. Supervision of technical staff during clinical work, oversight of regulatory compliance, consultation and training for animal users, and limited teaching of graduate and professional students, as required.
This position also performs quality assurance for campus animal facilities; serves as a member of the Institutional Animal Care and Use Committee (IACUC) and other committees as assigned; reviews (pre- and post- review) animal use protocols as needed; and assists investigators in the development of their research protocols. The position requires working knowledge and experience with essential laboratory animal husbandry responsibilities and techniques. The Clinical Veterinarian should be comfortable with clinical oversight of a variety of species in addition to, but not limited to preventative health, colony management, medical treatments, general anesthesia and euthanasia procedures, and other duties as appropriate. The Clinical Veterinarian is expected to provide care of laboratory animals in a safe, humane, and sanitary manner using equipment and established procedures, including safe handling of animals, materials, and equipment exposed to hazardous (biohazardous, radiological or chemical) agents. The Clinical Veterinarian is required to follow standard operating procedures and maintain compliance with internal policies, applicable laws, and regulations as a leader and role model for staff within the University Laboratory Animal Resources (ULAR) department and the research enterprise.
Work Interactions
The Clinical Veterinarian fulfills veterinary clinical duties as necessary based on the standard of care for veterinary medicine, veterinary judgement, research demand, applicable federal legislature, or by instruction of their direct supervisor (Director of ULAR). The work performed by the Clinical Veterinarian supports Temple University’s research vision and mission by providing a compliant and ethical research facility to conduct biomedical research. The Clinical Veterinarian is expected to be a contributing and accountable member of the veterinary team, exemplifying teamwork by interacting with, training and assisting animal care technicians, veterinary technicians, veterinarians, and research faculty and staff in a professional, collaborative, and solution-oriented manner.

ESSENTIAL FUNCTIONS OF POSITION
Perform Clinical Care and Oversight
*Thorough knowledge of the principles and practices of veterinary medicine
*Coordinate and provide veterinary clinical care and preventative medicine support for the animals at Temple University.
*Perform routine clinical rounds in vivaria and extramural satellite facilities where Temple University animals are maintained.
*Oversight and provision of diagnostics, medical treatments, necropsy, and euthanasia.
*Oversight and provision of environmental enrichment.
*Coordination and provision of surgical support to include performing surgical procedures and the provision of pre- and post-operative care, anesthesia, anesthetic monitoring, pain management and analgesic administration, surgical equipment troubleshooting, and recordkeeping.
*Management of sentinel, import/export, and quarantine programs, as required.
*Offer animal health care guidance for veterinary services personnel and investigative staff, as required
*Knowledge of and experience with specialized veterinary equipment and other materials used in veterinary medicine
*Lead veterinary-related continuous improvement initiatives as determined by departmental strategic planning, by customer feedback, or by obvious deficits/needs in the practice of laboratory animal medicine
*Provision and supervision of weekend/holiday/after-hours coverage for veterinary emergencies, in concert with other professional staff
Training and Mentorship
*Train veterinary technicians, animal care staff, research personnel, and visiting students or interns in animal related procedures. Training may include veterinary diagnostics, basic animal procedures/techniques, and minor surgical procedures
*Provide service to and training for research staff on various components of facility use and navigation, proper animal use, preparation of animals for surgery, anesthesia, surgical technique, post-operative monitoring, injections, sample collection, and euthanasia.
Advise ULAR staff on preventive health programs, such as quarantine evaluation of new arrivals and sentinel surveillance of rodent colonies.
Regulatory Compliance and Guidance
*Participate in establishing, implementing, and monitoring policies and procedures involving laboratory animal care and use in compliance with federal and state laws and regulations and current AAALAC accreditation standards
*Provide support for activities of the Institutional Animal Care and Use Committee (IACUC), including protocol review, guideline/policy development and revision, subcommittee participation, semiannual program review, and semiannual facility inspections
*Preparation for and participation in external regulatory/accreditation inspections and site reviews (i.e. AAALAC).
*Serve on the IACUC as voting member
*A thorough knowledge of all internal and external rules, regulations, policies and guidelines relating to the use of research animals
*Ensure compliance with all applicable regulations, guidelines and standards that relate to animal care and use; inclusive of following standard operating procedures and maintaining compliance with applicable laws and regulations
*Serve on other Institutional regulatory committees related to the Animal Care and Use program (Institutional Biosafety Committee etc.), if needed
*Lead vendor partnership efforts including regular site visits, expansion or enhancement of services provided and opportunities for new alignments
Documentation
*Maintain medical records for a variety of species according to regulatory requirements and standard operating procedures
*Sustain appropriate records for controlled substances with quarterly inventory, if required
*Ensure that reports and other materials are prepared and submitted, as required.
*Accurate records and documentation of procedures performed according to SOPs
Administrative and Other duties
*In collaboration with the Director and Business Manager, provide content analysis for creating and managing budget for the clinical veterinary program
*Supervision of the veterinary technician supervisor and/or veterinary technicians.
*Compose/revise veterinary standard operating procedures.
*Oversight of veterinary service recharges.

Required Education & Experience:
VMD/DVM from an accredited US School of Veterinary Medicine. Veterinary Licensure in PA (or ability to attain license within 3 mo. of hire)
Grade T28 Clinical Veterinarian (Associate): 0-4 years’ experience in lab animal medicine in the academic/non-profit/government/industry setting.
Grade T29 Clinical Veterinarian (Sr.) 5+ years’ experience in lab animal medicine in the academic/non-profit/government/industry setting.
Ability to obtain a practitioner’s DEA license within 6-9 months of employment. Demonstrated experience in providing large animal anesthesia/surgical support services. An equivalent combination of education and experience may be considered.
This position is considered essential personnel and is required to be available weekends, snow/emergency days and University holidays for veterinary on-call coverage.
Required Skills and Abilities:

Preferred:
*Completion of residency in laboratory animal medicine. Three or more years of post-doctoral training experience preferred.
*American College of Laboratory Animal Medicine (ACLAM) board certification or eligibility
*Experience with rodent surgical models, rodent technical procedures, USDA species technical procedures and models (i.e. sheep, pig, dog, cat), rodent breeding colonies, genetically altered animals, aquatics procedures, and rodent medicine experience is preferred.
